Transportation Availability and Healthcare Issues in the North

On August 13, during a video conference lead by the ROGWU President Aleksandr Korchagin, the socioeconomic Russian regions’ development issues and The Far North and Surrounding Regions, as well as the Russian Trilateral socioeconomic relations regulation Commission thinktank meeting was held. The meeting was attended by 30 people.

Among the topics discussed was the transportation availability issue. During his report, Sergei Egorshev, the Russian “Mintrans” development program department vice president, stated that, between 2011 and 2019, the population transport mobility index increased by 31% and measured at 8.6 passenger-kilometer per person among all types of vehicular transport.

The “Regional Airports and Routes Development” federal project is currently being implemented. It is scheduled by the project to reconstruct the infrastructures of 68 regional airports, of which 40 are located in the Far Eastern Federal District, by the year 2024. Measures to renew the aviation transport are also being taken.

The avia transportation of the fly-in fly-out employees was discussed in particular. The Russian “Mintrans” was suggested to negotiate with flight companies to arrange priority processing of the transportation documents and discount ticket prices when booked in advance in order to encourage the employers to transfer the said employees in groups.

Another important topic were the measures on increasing the affordability of healthcare and the quality of medical services shown to the northern regions’ population.

Low population density, large area and remoteness of towns from medical organizations (some of the municipal divisions lack municipal transport routes) make proper event organization impossible. As such, in certain regions, medical examination and treatment do not correspond to set standards of medical help as local hospitals are not properly equipped and lack needed specialists.

The matter of offering medical help to the fly-in fly-out employees was also reviewed. For instance, it was suggested to work out a procedure of regular medical checkups when working fly-in fly-out while considering developing an integral digital medical card that would function with all forms of medical visits, the employee’s working route, providing medical help and medical services at the expense of health insurance and voluntary health insurance funds etc.

Commission parties also supported the suggestion by “Minvostokrazvitiya” of Russia to include the “chumrabotnica” (deer breeder’s housewife) profession in the Russian classification of jobs and positions and tariff categories “OK 016-94” accepted by the Russian Federation Government Standard order from December 26, 1994, № 367.
